Kunming-­Montreal Agreement

Context:

  • After four years of continuous negotiations around 200 countries including India have agreed with what is known as the historic deal which was signed in Canada.

About:

  • The Chinese-mediated agreement aims to protect the lands, oceans, and animals due to climate change, pollution, and degradation.
  • The World Wildlife Fund’s (WWF) Living Planet Report (LPR) 2022 states that since 1970, monitored wildlife populations have suffered a dreadful 69% average decline.
  • One of the suggested solutions is to at least halve the overall danger posed by very toxic chemicals and pesticides by 2030.
  • The financial package to fund worldwide conservation efforts was one of the negotiations’ most controversial topics.
  • By 2030, the agreement pledges to steadily raise the level of financial resources from all sources, mobilising at least $200 billion annually. This is nearly a doubling from the baseline value of 2020.

India’s Stand:

  • India said that countries should be allowed to decide whether to set a numerical worldwide target for the reduction of pesticides in the agriculture sector or not.
  • It is a known fact that this sector in India and other developing countries provided “life, livelihoods and culture for hundreds of millions,” making it impossible to target it for eradication.

Way Forward:

  • This agreement which is signed in Montreal is seen to be as one of the most crucial decisions at this point of time when the world has already facing the ill effects of Climate Change and Global Warming.
  • The agreement framed at the UN Convention on Biological Diversity to adopt a new strategy to protect and preserve nature with the new Global Biodiversity Framework was welcomed by the UN Development Programme (UNDP) also.
  • This new framework can help to halt biodiversity loss and restore our lands and seas which is in a threat from many external factors.
